It wasn't just that final look he gave Lex that convinced me Oliver hadn't changed, though it (yet again) confirmed my belief. Look at the scene where Lex confronts Oliver at Oliver's place in "Reunion." When Lex mentions the fact that, since Oliver came to town, he's been kidnapped and nearly killed, Oliver makes a snide crack about karma, and seems almost amused. Now, Oliver was responsible for that kidnapping, and thus was both morally and legally responsible for the fact that Lex was tortured, and the fact that Lex AND Lana were nearly burned alive -- yet Oliver (who claims to have concern for Lana's well-being, if not Lex's) shows no sign of any regret whatsoever, either to Lex or to me as a viewer. He honestly doesn't CARE that he nearly got two people killed -- and that does not strike me as the reaction of a reformed man.
