OK, so here's the deal at Vividcon: anyone can submit to premieres. In terms of what actually gets shown at the con they prioritise the vids of people attending, and there is a separate (overflow) show for non-attending premieres.
Likewise anyone can submit to Club Vivid (but there's a more complex selection process there as you have to choose a song from the playlist and I get all muddly about the details as I've never done it but since the overall show has to work as a dance party it's a bit more complicated)
For the other vid shows, there are specific VJs who put them together--so those are the ones where you may get approached about your vids. Although they usually put out a call for the type of vids they are looking for and you can rec works you think are suitable. It's just ultimately the VJs discretion about which vids they select for the overall show.
In terms of what actually happens in terms of submission? Yes newbies or more relaxed vidders (can we put it that way? *G*) do definitely submit. However, I personally had to fight a MASSIVE intimidation wall for five years before I felt confident enough. Objectively this was kind of ridiculous as meanwhile heaps of newer vidders were confidently flinging in their vids with no qualms. So that was all my issue, but it's really hard because like you say there is this very strong impression of it being the cream of the crop vidders. But remember it's actually really a very small group of people.
I wanted to say this very clearly somewhere (and will probably post separately about it) but I have just as many or more vidding idols OUTSIDE of Vividcon--either people who did not attend or who never will--as people AT Vividcon. It just sounds like they were all at this con because I was so excited to meet any of my vidding idols at all. :)
PS. I am personally still intimidated by Club Vivid, which baffled everyone at the con because they were all 'but everyone is drunk' (true) but to me that is the cream of the crop vids every year and I'm therefore very nervous to put myself out there as being in that calibre. Silly? Maybe. I think I plan on getting over this next year. *g*
