I think he does have regret, but it is SO deeply buried it comes out in these subtle things like being more plastered than usual and so on. And he's not conscious of the regret himself.
I don't know if he's not concious of any regret more than he swallows it down as a sign of his weakness. If we take into account the two personae shown to us in "Onyx", the evil, ruthless Lex is the one coming to the surface now. Whatever regret he does feel would be consciously shoved down with the part of Lex who originally felt it keenly.
