Lex's 'coldness,' as you say, WAS fair, considering Oliver's past treatment of him. But, no, I don't believe Oliver Queen has changed; I think he's still the same bullying scumball he was at Excelsior. He's just dressed his bullying tactics up to look like heroism, in order to soothe his own ego and tell himself that he's now a 'good guy.' He didn't argue with Lex when Lex refused to accept his pseudo-apology because he could see that Lex KNOWS he's the same guy inside, and thus isn't going to buy into his "See what a hero I am now?" charade, as others have.
